One of the first things you will need to do is understand how the product is made, what are the key parts in the product and in the manufacturing. Some parts of both of these will need to be in your plan. For example, control of the updates to the manufacturing line an any test equipment. This is the identification of the key items that should ultimately fall under configuration management and it varies. You will need to form a team that will be the formation of your Configuration Management Board. These things often require some management sanctioning, that is documentation that provides guidance and indicates these things are important. If you are working in a small company, perhaps these are not required.

generate a process flow and description for how things will be managed (start small or the fundamental, grow as you learn)
identify items that require management
start the execution and learn

I would reply that configuration management implementation is not a one size fits all kind of management tool and it must be sized to the business and its product line

Understand the regulatory requirements unique to her business and product market sector, read EIA-649 with the objective of evaluating it against the software tools her company has as well as evaluating it against ISO 9100, ISO 9001, ISO 9004 and ISO 10007.

Once that is done read EIA-HB-649 and EIA 846 and update the business model to accommodate how they plan to implement

Certification is also wise and the CMPIC certification is a good choice

I am just wondering if you are making some headway on this project. Have you identified the key areas that require control, those would be the portions of the organization involved, and the particular configuration management items.
